Docs push law on protection of ‘good Samaritans’

An officer of the Philippine College of Emergency Medicine (PCEM) on Friday pushed for the passage of a “Good Samaritan Law” in the country, a measure that would offer protection to people seeking to help individuals believed to be injured.

“Alam niyo po isa sa hinahanap ng mga tao, may tinatawag na Good Samaritan Law. Kasi maraming natatakot tumulong… baka ma-demanda,” Dr. Richard Santos, PCEM president, said in a forum.

(People want a Good Samaritan Law, because a lot of them are afraid to help in fear that they will face charges.)

Philippine Heart Association (PHA) CPR chairperson Don Reyes said the law would encourage individuals to offer help in saving lives in times of need.

“Pero syempre ‘yung outcomes, hindi mo mape-predict, pwede kasi may mangyari hindi maganda, hindi mo mabuhay. Eh takot yung iba magbigay ng ganoong life-saving acts, baka sila pa yung mapasama pa,” he said.

(You can’t predict the outcomes. There’s a chance that something unfortunate may happen, you may not save a life. Some people are afraid of offering life-savings acts because they might get them in trouble.)

Santos also stressed the need for a law institutionalizing emergency medical service system (EMS) in the country.

“Syempre po ‘yung matagal na nating pinupush at nilalobby, hindi pa rin talaga makalagpas sa Senate ang ating EMS bill,” he said.

Meanwhile, former PHA chairperson Dr. Francis Lavapie called on lawmakers to review the measure requiring the placement of defibrillators in public places as well as the bills to make cities cardiopulmonary resuscitation-ready (CPR-Ready).

“We are urging our lawmakers to review and revive the AED and expanded CPR bills that they have filed,” Lavapie said.

Lavapie also challenged local governments to become CPR-ready.

“I challenge all cities, LGUs sa buong Pilipinas na gayahin niyo rin ‘yung success ng ibang mga cities ng CPR-ready natin. Dapat lahat kayo marunong mag-CPR,” he said.
