How ayuda works under granular lockdown

Aside from being authorized to declare granular lockdowns, local government units (LGUs) will also determine the beneficiaries of cash aid under their jurisdiction, Interior Undersecretary Jonathan Malaya said Friday.

“Ang ginawa po natin diyan ay ibigay natin sa LGU ‘yung authority to determine kung sino ‘yung apektado ng COVID sa kanilang lugar at kung sino ‘yung mga benepisyaryo,” Malaya said in a The Mangahas interviews.

Malaya said LGUs and the national government will work hand in hand in the distribution of aid.

“Ang usapan po diyan, ang granular lockdown must not exceed 14 days. So the first seven day, ang lokal ang magbibigay ng ayuda… the second week, papasok na po ang national government through the DSWD,” he said.

The undersecretary said the DILG also required LGUs to post on social media as well as the barangay the list of beneficiaries for transparency.

“Para po makita ng mga taga barangay hindi ko naman kilala ‘yan, taga dito ba ‘yan sa atin, hindi naman ‘yan kwalipikado— pwede magreklamo,” he said.

Meanwhile, he advised those with concerns to file a complaint through the grievance system and not through social media.

“Utilize the grievance mechanism of the local government unit para maisama kayo sa listahan. Dahil lumalabas po doon sa aming monitoring ang daming hindi kumuha ng kanilang ayuda, may mga unclaimed funds,” he said.

Malacañang earlier announced that the government will only implement two quarantine classifications during the pilot implementation of the alert level system for COVID-19 response in the National Capital Region.
