Senator seeks formulation of roadmap to eradicate illiteracy

Senator Sherwin Gatchalian on Sunday said he filed a bill that would curb illiteracy in the Philippines by strengthening the Literacy Coordinating Council (LCC).

Under Senate Bill No. 2348 or National Literacy Council Act, a three-year roadmap would also be crafted to achieve zero illiteracy.

Aside from this, the measure also seeks “synchronized” implementation of the Alternative Learning System (ALS) while mobilizing Local School Boards (LSBs) as the de facto local literacy councils.

Also, the LCC’s technical secretariat will be transferred to the Bureau of Alternative Education (BAE) for administrative and technical support. Under the Alternative Learning System (ALS) Act, the BAE is the focal office for the implementation of ALS programs.

Deployment of the LSBs also complied with the Community-Based Monitoring System (CBMS) Act, said Gatchalian.

The CBMS Act allows LGUs and communities to create databases at the local level which will provide useful information for the design, targeting, and impact monitoring of poverty reduction programs and development initiatives.

Gatchalian, chairman of the Senate panel on education, said his measure also seeks to give equal learning to all students.

“Ang pag-abot ng zero illiteracy ang isa sa mga unang mahalagang hakbang upang matiyak na wala tayong kababayang mapagkakaitan ng magandang kinabukasan,” said Gatchalian, in a statement.
