NTF-ELCAC concept good until implementation worsened –Lacson

Senator Panfilo Lacson on Wednesday claimed that some areas were not given funds for their livelihood programs by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) because they were not allied with the administration.

In an interview, Lacson said the NTF-ELCAC was created to ensure that areas cleared of NPA activity or influence were provided with livelihood programs.

However, he said, some areas where former members of the New People’s Army have surrendered are not given funds for development.

“Ang sinasabi natin ‘yung mga area na may mga nag-surrender na NPA dahil hindi alyado ng Malacañang, hindi nabibigyan ng pang-livelihood at saka pang-development—walang pondo,” he said.

(I’m saying that there are areas where NPA surrendered, but because they were not allied with Malacañang, they were not given funds for development.)

He said some areas that were not influenced by the NPA had received funds.

“Samantalang ‘yung lugar naman na wala namang nag-surrender na NPA at hindi naman talaga dating NPA-controlled or -influenced, ‘yon ang nabibigyan ng pondo, so ginamit na sa pulitika kasi malaki ito,” he said.

(On the other hand, some areas that did not have any surrendering NPAs and were not NPA-controlled or -influenced received funds, so it has been used for politics because it is big.)

According to Lacson, the NTF-ELCAC had a good concept until its implementation worsened.

“So, in that regard, napakaganda ng concept [it had a really good concept])… Until lately, napansin na ‘yung implementation sumama na nang sumama [I noticed that its implementation worsened],” he said.

During the Senate plenary debates on the proposed 2022 budget, it was revealed that only 26 out of the 2,318 projects have been completed by the NTF-ELCAC.
