Duterte seeks better public-private collaboration amid COVID-19, climate crisis

President Rodrigo Duterte on Thursday called for a greater public-private collaboration to address inclusion and sustainability challenges amid the COVID-19 pandemic and climate change.

At the online 2021 APEC Business Advisory Council Dialogue with Economic Leaders, Duterte said the notable areas of collaboration with ABAC are “improving digitalization and literacy in rural communities, establishing a national Social Protection Floor (SPF) and facilitating developing economies’ transition to a low-carbon economy.”

On promoting digital literacy, Duterte underscored the inclusion of vulnerable communities in the digital economy to help increase economic productivity amid the health crisis, which worsened unemployment globally.

He added that necessary infrastructure must be in place for “for accessible, stable and affordable energy supply in remote communities.”

Also, the Chief Executive said establishing a national SPF could address the gaps in the social protection programs that were exposed during the pandemic. The SPF will ensure social security benefits for all, including workers in the informal sector and gig economy.

Duterte, meanwhile, reiterated the call for support from developed countries to allow developing nations to mitigate the effects of the climate crisis. These types of support include climate finance, technology transfer and development and capacity-building.

“In the interest of climate justice, we need these to transition to climate-smart development and adapt to and mitigate the worsening effects of climate change,” the President said, as quoted by a Palace statement.
