Comelec to set up receiving area for substitutions, withdrawals

Commission on Elections (Comelec) spokesperson James Jimenez on Wednesday said a receiving area will be set up at the lobby of the Palacio del Gobernador in Intramuros, Manila for Eleksyon 2022 aspirants applying for substitution and withdrawals until November 15.

Jimenez explained that the current filing of the substitutions and withdrawals is conducted at the entrance of the Palacio del Gobernador, saying “this is expected to be a non-event.”

“[However], with the last five days what we’re going to do is we will set up a receiving station at the lobby of the Palacio. There is a meeting right now that will decide how media coverage will be done, pero let me tell you now that it will not be outside anymore. It will be inside the lobby ng Palacio del Gobernador,” Jimenez said in a press briefing.

The Comelec spokesperson said the decision to accept documents for substitutions and withdrawals on Saturday was to control the anticipated crowds in order to prevent spread of COVID-19 infections.

“It is the last day, we know as a matter of history that Filipinos love the last day.  We are a little bit concerned na kung dagsa dito yung magwi-withdraw, which is required because it is personal, baka magkaroon sila ng supporters na kasama so we have to push it inside,” Jimenez said.

“If you see the building the entrance of the Palacio is right next to the street, which means if you are doing the transaction there then it is actually pre-exposing to crowds and just a matter of anticipation we moved it inside so that we can control the crowds better,” he added.

Under the Comelec’s calendar for Eleksyon 2022, substitution for a candidate running for a national or local post can be filed from the end of the certificate of candidacy (COC) filing period until November 15, 2021.

Article IX, Section 77 of the Omnibus Election Code provides that “[i]f after the last day for the filing of certificates of candidacy, an official candidate of a registered or accredited political party dies, withdraws or is disqualified for any cause, only a person belonging to, and certified by, the same political party may file a certificate of candidacy to replace the candidate who died, withdrew or was disqualified.”

The 2022 general elections will be held on May 9. — BM, GMA News
