Alert levels more effective than community quarantines? No conclusion yet, says Palace

There is no conclusion yet on whether the COVID-19 alert level system, currently being pilot tested in Metro Manila, is more effective than the community quarantine system, Malacañang said Thursday.

Because of this, implementation of the alert level system will remain limited to Metro Manila, presidential spokesperson Harry Roque told Unang Balita in an interview.

“Dadaan pa sa masusing pag-aaral yung naging resulta ng ating alert levels para malaman kung talagang epektibo siya,” he said.

(The results of the alert level system will still undergo thorough study to determine if it is really effective.)

The new alert level system started its pilot run in Metro Manila on Sept. 16, 2021. Under it, each city or municipality will be classified from Alert Level 1 to Alert Level 5. It will be the Department of Health who will assign these alert level systems.

Metro Manila was then placed under Alert Level 4. On Wednesday, the government announced that it would be downgraded to Alert Level 3 from October 16 to 31, 2021.

Roque said decision was based on the decrease in the healthcare utilization in the region, as well as in the daily and two-week attack rates.

“Ito ang naging dahilan kung bakit binaba nga natin sa Alert Level 3 ang Metro Manila [This is the reason why we downgraded the alert level in Metro Manila to 3],” he said.

As for expanding the new system to areas outside Metro Manila, Roque said: “Mangyayari po iyan matapos magkaroon ng konklusyon na epektibo itong ating pinatupad na alert level system.”
